A North Central redevelopment project will transform an office site into a neighborhood retail center.

The Frederick, located at 1215 E. Missouri Ave., will be home to several new tenants. Those that have signed leases to open in the retail center are Mahalo Made, a Hawaiian shaved ice business; Vida Moulin, a neighborhood boutique, Melt by Melissa, a beauty concept; Form Floral, a florist; Batea Boutique, a vintage store; Cricket and Ruby, a children’s boutique and Metalmark Fine Jewelry. There are two other spaces available to lease, which will be food concepts, said Kevin Cieszkowski, who is developing the site with his wife, Chantell Nighswonger, under their company, Moulin Investments LLC.

The existing buildings on the property are being used and there will be a minor, square footage addition to accompany the restrooms, Cieszkowski said. He said the goal of the redevelopment was “to utilize the mid-century design” of the building. Frederick Weaver, a prominent Phoenix architect, constructed the building on the property in 1963.
