The city of Phoenix uses a humane approach to manage feral cat populations through Trap-Neuter-Return (TNR); a method that helps both community members and cats thrive.
Through this program, cats are safely trapped, spayed/neutered and vaccinated and then returned to their original location. Ear-tipping shows a cat has already been fixed and vaccinated. TNR, the city says, reduces fighting, spraying and loud yowling, keeps cats healthier and closer to their food source, prevents new, unaltered cats from moving in and humanely reduces the overall cat population over time.
